Ninh Binh Province Enhance Cooperation, Friendship Exchange with Japanese city
Ninh Binh province and Saiki city (Oita province, Japan) have just signed a Memorandum of Understanding on cooperation, exchange and friendship. |
During nearly six months with the efforts of the two local governments, the Ministry of Foreign Affairs of Vietnam and the support of the Vietnamese Embassy in Fukuoka, Japan, at the Saiki city government headquarters, the signing ceremony of a memorandum of understanding on cooperation and friendship between Ninh Binh province and Saiki city took place.
The signing ceremony took place during the Sakura Festival of Saiki City and especially in 2023 to celebrate the 50th anniversary of diplomatic relations between Vietnam and Japan.
The signing ceremony opens a new page for the relationship of economic development and cultural exchange between the two localities, contributing to strengthening the friendship and deepening the extensive strategic partnership between Vietnam and Japan.
Attending the signing ceremony on the side of Saiki city were Tanaka Toshiaki, mayor of Saiki city; Kawano Yutaka, chairman of the City Council, together with leaders of departments, branches, and chairman of the city’s business association.
On the side of Ninh Binh province, there were Nguyen Cao Son, vice chairman of Ninh Binh Provincial People’s Committee and leaders of Provincial Women’s Union, Department of Home Affairs, Department of Planning and Investment, Department of Labour, Invalids and Social Affairs, Department of Foreign Affairs; and the Chairman of Nho Quan district The signing ceremony was also witnessed by Vietnamese Consul General in Fukuoka Vu Chi Mai.
At the signing ceremony, Vice Chairman of Ninh Binh People’s Committee Son gave an overview of the socio-economic situation and key fields of the province. He emphasized the meaning of the signing minutes as “an important international agreement, which is the foundation for the development of friendly relations between the two governments, opening up many opportunities for cooperation between businesses and the people of Ninh Binh – Saiki in the future”.
More specifically, this MoU was signed on the occasion of the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan, which further affirms the extensive strategic partnership between Vietnam – Japan “towards the future, reaching out to the world”.
Mayor Tanaka Toshiaki expressed his joy and recounted the journey and preparation process of the two sides to reach today’s results. The good relationship between Ninh Binh province and Saiki city will develop strongly in many fields such as economy, culture, exchange and investment cooperation, exchange of business delegations and leaders at all levels of the province.
Consul General Vu Chi Mai delivered a congratulatory speech and affirmed that the MoU represents the will and aspirations of the two localities about their desire to establish a cooperative relationship for common development. This event represents the strengthening of extensive strategic cooperation between Vietnam and Japan, and at the same time, makes a practical contribution to the response to the 50th anniversary of the establishment of diplomatic relations.
In his speech at the signing ceremony, the Vice Chairman of the Provincial People’s Committee and Saiki City Mayor thanked the Vietnamese Consulate General in Fukuoka and appreciated the support and cooperation of Consulate General that helped the two localities quickly reach the signing today.

On the same day, the delegation of Ninh Binh province and Consul General Vu Chi Mai participated in the Saiki city’s Sakura festival. At the opening ceremony, the mayor of Saiki city and Son announced the press and informed the people of city about the signing of a memorandum of cooperation between Ninh Binh province and Saiki city.
The Sakura Festival is held annually in the spring, is the most important festival of the yearof the southernmost city in Oita prefecture, Saiki.
